PURPOSE: A foreign material detecting apparatus for a floodgate winch is provided to easily detect and remove foreign materials in a lower direction of a floodgate and then to completely close the floodgate by lowering the floodgate. CONSTITUTION: A foreign material detecting apparatus for a floodgate comprises a frame (10), a floodgate winch unit (20), an elastic unit, and a detecting unit (40). The frame is settled on a horizontal plate (3), which is positioned in an upper direction of a floodgate (5) by enabling uplift movement. The floodgate winch unit is fixed to the top of the frame and lifts the floodgate in a pinion-rack mode. The elastic unit elastically pressurizes one side and the other side of the frame in a direction towards the horizontal plate. The detecting unit detects the uplift of the frame which ascends depending on the presence of foreign materials (7) in the lower direction of the floodgate when the floodgate winch unit lowers the floodgate.
