PROBLEM TO BE SOLVED: To improve an accuracy of diagnosis for a state of a fuel cell.SOLUTION: A fuel cell diagnosis device 100 for a fuel cell 50 configured by laminating a plurality of power generation cells 52 each having an electrolyte film 31, comprises: a sweeping power supply 72 for setting at least one or more power generation cell among the plurality of power generation cells 52 as a diagnosed cell 52A, and sweeping and applying a voltage to the diagnosed cell 52A; a current detector 74 for detecting an output current from the diagnosed cell in a state where the voltage is applied; and a diagnosis computer 80 for diagnosing a state of the electrolyte film 31 of the diagnosed cell on the basis of the change in the detected output current to the change in the voltage by the sweeping.
