The device has a partially flexible line (3) connected with a clutch (15) having a source (2) using pre-determined force, where an end area (20) of the line is connected to a fixed, mechanical and partially flexible connection unit i.e. rope (19). The connection unit is provided adjacent to the source. The clutch has two parts with cylinder-shaped flanges that are detachably connected with each other, where one of the flanges overlaps the other flange in a tight manner. The source is rotatable around a vertical axis.
