PURPOSE: A puff manufacturing method and a puff which is manufactured by the same are provided not to need a process or equipment of compressing powder because liquid powder which is mixed with alcohol is injected into a receiving member which is filled with many pores and is dried. CONSTITUTION: A puff manufacturing method includes following steps. A puff cover and a puff base are made by cutting a fabric and a perforating work is performed in the puff base (S1). Liquid powder is manufactured by mixing powder with liquid solution (S2). A receiving member in which multiple pores are formed is manufactured (S3). The liquid powder is injected into the multiple pores of the receiving member (S4). Solid powder is manufactured by drying the receiving member into which the liquid powder is injected and evaporating moisture which is contained in the liquid powder (S5). The puff cover is combined with the puff base after inserting the receiving member in which the solid powder after the drying step is included into the inside of the puff base (S6).
