PROBLEM TO BE SOLVED: To provide a conductive polymer composition with high conductivity and preferable film formability; also provide a conductive polymer material and a conductive substrate with high conductivity and transparency; and further provide a solid electrolytic capacitor with high capacity and low ESR (electron spin resonance).

SOLUTION: This conductive polymer composition includes a conductive polymer obtained by oxidatively polymerizing at least one monomer selected from the group consisting of pyrrole, thiophene and derivatives thereof in a reaction solution including the monomer, a polyacid or salts thereof as a dopant, water and an aprotic solvent, using an oxidizing agent.
