Embodiments of the present invention provide a state migration processing method, comprising: when a user equipment in a first channel state performs a NodeB local breakout (LBO) service, if it is determined that the channel state of the user equipment needs to be migrated from the first channel state to a second channel state, an access network establishing a mapping between a transmission channel associated with the LBO service and a traffic radio bearer (TRB); after the mapping is accomplished, initiating a radio bearer (RB) reconfiguration process to the user equipment through a radio resource control (RRC) connection, and triggering the user equipment to migrate from the first channel state to the second channel state. The embodiments of the present invention also provide a NodeB control device and a NodeB. The migration of the user equipment state is implemented during the LBO of the NodeB, so as to improve the air interface efficiency and support the terminal to conserve electricity.
