<P>PROBLEM TO BE SOLVED: To provide a position discrimination system and a communication method, capable of reducing the exchange of communication route information between relay devices, with improved position discrimination accuracy by specified low power radio. <P>SOLUTION: A position discrimination system 1 includes a plurality of relay devices 10 (relay devices 10-1, 10-2, 10-3) installed on a ceiling or a wall of a building, a position discrimination unit 12 and a small-sized transmitter 11. Because the transmitter is of a pendant type, the transmitter 11 can be carried at all times by wearing, and by the depression of a switch by a person in case of an emergency, the transmitter 11 transmits a radio wave including ID information. A certain number of relay devices 10 located in a mesh shape receive the radio wave, and the relay device receiving the radio wave transfers the ID information and a reception electric field intensity to the position discrimination unit 12.
