PURPOSE: A cooling-and-heating ventilation system using a wall built-in type panel with cooling-and-heating and dehumidifying functions and a radiant heating-and-cooling system are provided to minimize the thermal impact of an indoor space caused by an external air, to increase the radiant heating-and-cooling efficiency of the indoor space, and to efficiently prevent dew condensation. CONSTITUTION: A cooling-and-heating ventilation system using a wall built-in type panel with cooling-and-heating and dehumidifying functions comprises a bottom pipe(4), a wall coil, a condensation liquid water discharging device, a wall(3), an air intake duct(5), an air exhaust duct(6), and a finishing door. The bottom pipe is arranged in the bottom floor of an indoor space. The wall coil is connected to the bottom pipe, whereby cold and hot water flow at the bottom pipe. The condensation liquid water discharging device is arranged in the lower part of the wall coil, thereby discharging condensation liquid water by collection. The wall is formed of panels vertically arranged for partitioning the indoor space and includes a pipe installation unit arranging the wall coil and the condensation liquid water discharging device. The finishing door forms the exterior of the wall by finishing the pipe installation unit where the wall coil is arranged.
