PURPOSE: An application evaluating system for a block unit parking system and an application evaluating method using the same are provided to reduce the loss of resources and efficiently use a space by building a parking system through an integrally managed entrance. CONSTITUTION: A parking system matching module(200) includes the followings. A target area determining unit(210) evaluates the suitability of an application target area for an urban restoration parking system by using information about the application target area extracted from condition information as a medium. A parking system matching unit(220) determines a suitable parking system for the application target area based on the certified condition information. A suitability calculating unit(230) determines business suitability by connecting with the information about the application target area.
