PROBLEM TO BE SOLVED: To realize PS handover similar to that in an existent 3G network, without improvement of each device in an existent mobile communication network such as the existent 3G network, with respect to IMS-Femto network.

SOLUTION: When a P-TMSI transmitted from UE after moving with a handover communication procedure determined in a standard is received as a takeover request signal of a PDP context, and if a PS server identified from identification information included in the received P-TMSI is not the device, the representative PS server identifies the PS server identified from the identification information, as a PS server which manages a femtocell base station which the UE belongs to before moving, and transfers the takeover request signal of the PDP context to the identified PS server.
