PURPOSE: A wireless signal map manufacturing method and a device are provided to use a topological map based on a graph with high expression in space, thereby effectively reducing calculation complexity. CONSTITUTION: A topological map storage unit(400) stores a topological map for an indoor space divided by regions. A wireless signal collecting unit(402) collects signal intensity data received from a wireless access point for each region. A signal map learning unit(404) calculates an average and a standard deviation of the signal intensity data. The signal map learning unit learns a wireless signal map for the indoor space. The topological map includes at least one selected from a fixed point set for defining the region, or a set of inter or wireless access points definding the connection relationship of two neighboring regions.
