PURPOSE: A train speed control device and method are provided to improve the accuracy of speed control by reflecting the present acceleration and deceleration state of a train to control the speed. CONSTITUTION: A speed calculation unit(110) calculates the speed of a train for each calculation cycle. An operation unit(120) calculates the acceleration and deceleration speed of the train varied in a window section. A speed control signal determining unit determines a speed control signal of the train. A first acceleration and deceleration speed calculation unit(122) calculates the acceleration and deceleration speed of the train for each sub window. A second acceleration and deceleration speed calculation unit(124) uses the calculated acceleration and deceleration speed of the train.
