PURPOSE: A manufacturing and packing device for instant rice cakes is provided to manufacture rice cakes on the spot immediately according to diverse sizes, shapes, and menus without extra packing process, thereby providing the rice cakes to customers immediately. CONSTITUTION: A manufacturing and packing device for instant rice cakes comprises: a tub (2) filled with water; a heater portion (3) converting the water in the tub to steam by heating; a landing plate (5) formed with multiple steam holes (52) where the steam passes through; and a one shot molding frame (6) formed with a steam inlet (61) which is placed in the lower side of the one shot molding frame to inflow the steam into the inner space filled with ingredients for rice cake. A landing jaw (53) in which the one shot molding frame is settled is formed as protruded on the edge of each steam hole in the landing plate, a protrusion unit (63) is formed to be combined with the landing jaw as surrounding it in the lower side of the one shot molding frame. The one shot molding frame functions as a packing container since it is made of a paper material, and comprises more than one cutting lines along the circumference. An upper cover formed with a through-hole for steam flow is formed in the upper side of the one shot molding frame. The manufacturing and packing device for instant rice cakes is connected to the heater portion, comprises a heating controller (4) controlling the heating temperature or the heating time of the heater portion, installs multiple heater portions in the tub to be fixed separately by the multiple heating controller, and installs multiple partitions in the tub for the water filled by the heater portion to be partially heated.
