PROBLEM TO BE SOLVED: To provide a separator capable of suppressing a decrease in liquid permeability of the separator and achieving a higher electrolyte absorbability than and a lower ion resistance than the conventional separators, also to provide a separator manufacturing device capable of manufacturing the separator as described above, and further to provide a separator manufacturing method capable of manufacturing the separator as described above.

SOLUTION: A separator 1 comprises: a base material layer 10; a first nanofiber layer 20 including a first nanofiber 22; and a second nanofiber layer 30 including a second nanofiber 32. The base material layer 10, the first nanofiber layer 20, and the second nanofiber layer 30 are laminated in this order. The base material 10 and the second nanofiber layer 30 are joined by the first nanofiber 22.
