<P>PROBLEM TO BE SOLVED: To provide an image processing device, image processing system, and image processing program that are able to generate a highly accurate microscope image at a high speed. <P>SOLUTION: The image processing device according to the present technique comprises an image capturing part, tile area setting part, temporary tile area setting part, temporary tile image formation part, noise removal part, and tile image formation part. The image capturing part captures a scan image. The tile area setting part divides a scan image into a plurality of tile areas. The temporary tile area setting part has a tile area in a scan image and sets a temporary tile area larger than the tile area. The temporary tile image formation part extracts a scan image from each temporary tile area and generates a temporary tile image. The noise removal part removes noise from the temporary tile image.
