The present invention relates to a video coding and decoding method, and coding and decoding apparatus. The coding method includes: generating a second order prediction flag for a coding block; when the coding block needs second order prediction, generating a second order prediction flag for at least one sub-block of the coding block, where the second order prediction flag of the sub-block is used to indicate whether second order prediction is performed on the sub-block; performing prediction according to the second order prediction flag of the coding block and the second order prediction flag of the at least one sub-block of the coding block to obtain a prediction image; and obtaining a prediction residual according to the prediction image, and coding the prediction residual. The present invention refines the unit identified by the second order prediction flag for second order prediction to the sub-block level so that coding efficiency is improved.
