<P>PROBLEM TO BE SOLVED: To find a material having a whitening action or an anti-aging action among natural products having high safety; and to provide a whitening agent and an anti-aging agent using the same as an active constituent, and a skin cosmetic blended with them. <P>SOLUTION: As the active constituent for the whitening agent and the anti-aging agent, an extract from one or more kinds of plants selected from the group consisting of a Kyou-mizuna, a Kyou-mibuna, Fushimi pepper, Manganji pepper and a Kujou green onion is incorporated.
