PROBLEM TO BE SOLVED: To provide a rental vehicle management system which enables a user to easily rent a rental vehicle and capable of arranging an installation location of a bicycle parking lot of rental vehicles with less restrictions.

SOLUTION: A vehicle management system comprises: a management server 101 managing a vehicle 100; and a control device of the vehicle 100 having means 422 to detect location information. The management server 101 communicable with a portable terminal 102 receives a vehicle lock request from the portable terminal 102 and acquires the location information of the vehicle 100 from the control device when receiving the lock request. The management server 101 determines whether or not the vehicle lock should be performed by determining whether or not the acquired location information is in a prescribed area, and transmits a lock instruction of the vehicle 100 to the control device when it has determined that the location information is in the prescribed area. The control device transmits the location information to the management server 101 corresponding to a location information acquisition request and locks actuation of the vehicle 100 when receiving the lock instruction of the vehicle 100.
