PROBLEM TO BE SOLVED: To improve encoding efficiency in motion compensation prediction encoding.

SOLUTION: A predictive motion vector information setting part 33 selects motion vector information from an encoded block adjacent to an object block and respectively sets horizontal predictive motion vector information and vertical predictive motion vector information for the respective horizontal components and vertical components of the motion vector information of the object block. Also, horizontal prediction block information and vertical prediction block information indicating the block where the motion vector information is selected are generated. A reversible encoding part 16 executes variable length encoding of a difference between the horizontal predictive motion vector information and the horizontal motion vector information of the object block and a difference between the vertical predictive motion vector information and the vertical motion vector information of the object block and includes them in image compression information. Also, the horizontal prediction block information and the vertical prediction block information are included in the image compression information.
