Also, horizontal prediction block information and vertical prediction block information indicating the block where the motion vector information is selected are generated. A reversible encoding part 16 executes variable length encoding of a difference between the horizontal predictive motion vector information and the horizontal motion vector information of the object block and a difference between the vertical predictive motion vector information and the vertical motion vector information of the object block and includes them in image compression information.
