OUTSIDE ENVIRONMENT DETERMINATION DEVICE AND OUTSIDE ENVIRONMENT DETERMINATION PROGRAM

PROBLEM TO BE SOLVED: To provide an outside environment determination device capable of determining whether an outside environment in which image data obtained by an on-vehicle camera is usable for vehicle control.

SOLUTION: A statistic calculation part 5 performs histogram processing on image data from a second camera part 2, and calculates a luminance difference between a minimum luminance value and a maximum luminance value at which the number of pixels is equal to or larger than a predetermined threshold. An outside environment determination part 6 outputs a warning from a speaker 4 and also instructs a processing part 7 to stop the vehicle detection when the luminance value is less than the predetermined threshold. The processing part 7 performs image processing image data input from a first camera part 1 as long as the vehicle detection stop is not instructed.
