<P>PROBLEM TO BE SOLVED: To solve the problem that, when a monitoring device in monitoring operation has stopped working in spite of the presence of still untransmitted information to be sent to a remote management device, no other monitoring device that could otherwise take over the monitoring duty is unable to know the presence of this untransmitted transmission; especially when a status leaving no hysteresis is to be monitored and any change thereof is to be notified, another monitoring device having taken over the monitoring duty has no means to know, after the takeover, the timing of any status change in the past, with the possible result of absence of or a wrong sequence in monitoring information on an image formation device to be notified to the remote management device. <P>SOLUTION: When a monitoring device in monitoring operation fails in transmission to a remote management device, untransmitted information which has been failed to be transmitted is transmitted to another monitoring device to take over the monitoring duty.
