PURPOSE: A communication network selecting device and a method thereof are provided to select a communication network in consideration of an energy consuming amount. CONSTITUTION: An energy calculating unit(210) calculates the amount of energy consumed for a work related to communication. A remaining battery power determining unit(230) determines the amount of remaining battery power wherein a battery supplies power to a communication system. A network selecting unit(220) selects a communication network to execute the work according to the amount of consumed energy in consideration of the amount of remaining battery power. The network selecting unit selects a communication network with the smallest amount of consumed energy to execute the work when the remaining amount of the battery is lower than a fixed amount.
