PURPOSE: A device for video signal motion estimation with high precision and a method thereof are provided to use motion estimation which contains the enlargement and reduction movement of an image sequence in the video signal compression. CONSTITUTION: A candidate block search unit(210) searches candidate blocks in a multi scale in which the candidate blocks in a search range of the previous frame corresponding to macro block location of the current frame and the candidate blocks in the search range are scaled. A matching execution unit(230) estimates the candidate block with the highest correlation to the macro blocks from the searched candidate blocks through matching.
