<P>PROBLEM TO BE SOLVED: To suppress shift shock during the so-called clutch-to-clutch shift. <P>SOLUTION: This shift control device 30 is applied to an automatic transmission device which performs so-called clutch-to-clutch shift. The shift control device 30 is embedded in an ECU 100. The shift control device 30 includes a shift stage changing condition determining part 31 and a shift stage change executing part 32. The shift stage changing condition determining part 31 determines whether to perform down-shift based on a hydraulic control state of a clutch or a brake provided in the automatic transmission device to be controlled and hydraulic pressure when there is a request for a power-off down-shift during power-on up-shift.
