<P>PROBLEM TO BE SOLVED: To enable operations of a reader/writer for reading/writing data from/to a wireless IC tag to be controlled at an optional timing by using the wireless IC tag. <P>SOLUTION: A control tag 300 composed of a wireless IC tag stores an unique tag ID corresponding to the combination of a control item and a control content for the control item and does not store authentication data for authenticating an authentication object. A behavior correspondence table 160 stores multiple pieces of control information including control items and control contents for the control items while associating them with tag IDs corresponding to respective control items and control contents in the control information. A behavior switching part 150 retrieves from the behavior correspondence table 160 the control information stored in association with a tag ID which a tag reading/writing processing part 120 read from the control tag 300.
