<P>PROBLEM TO BE SOLVED: To provide a bag making device excellently forming films into cylindrical shape in accordance with the different size of bags. <P>SOLUTION: The bag making device includes an upper divided body 16 and a lower divided body 11 each of which is configured in such a manner that guides 5 forming a forming path to form a film can come close to and separate from each other vertically. When the upper divided body 16 is elevated by a height adjusting means for elevating the upper divided body 16 with respect to the lower divided body 11 at a predetermined tilt angle, the tension length of a cord member 19 is changed by a slope part 19a at an angle roughly similar to the tilt angle of the slope 19a.
