PROBLEM TO BE SOLVED: To make it possible to manufacture a spectacle lens with ease which has antistatic function and/or electromagnetic wave shutoff function.

SOLUTION: A lens manufacturing method includes a step in which a light-permeable first layer 22a is formed directly or via another layer on an optical substrate and a step in which a light permeable thin layer 22 having a portion including TiOX(03is formed on the surface of the first layer 22a by means of physical deposition. The step in which the light-permeable thin layer 22 is formed by means of physical deposition includes ionization of first gas including at least one included in a first compound group including carbon.
