A light-focusing optical element contains a substrate, and a plurality of micro optical members distributed inside the substrate. Each of the plurality of micro optical members: emits light, which penetrates the substrate and enters each of a plurality of optical elements in at least one incident direction, in the same direction as at least one incident direction; and emits light, which enters in another incident direction that is different to at least one incident direction, in at least one emission direction that is different to the other incident direction. Thus, the plurality of micro optical members deflects the direction of travel of light that enters inside the substrate from the substrate surface and travels inside the substrate in the same direction, and the light that travels inside the substrate that was deflected in the same direction by the plurality of micro optical elements is focused at the ends of the substrate.
