<P>PROBLEM TO BE SOLVED: To achieve uniform fuel gas distribution in a flow path in a cell with a simple structure after shutdown of a fuel cell. <P>SOLUTION: With shutdown of a fuel cell 20, fuel gas supply from a fuel gas exchange section 30 is stopped, and an anode circuit 330 and an inlet flow path 20in in a cell are disconnected from an anode supply path 310. Then, at an initial pump drive starting time T0 after passing a predetermined time from shutdown, a circulating pump 334 drives during a pump driving time DT.
