<P>PROBLEM TO BE SOLVED: To improve controllability of fuel injection into a combustion chamber of an internal combustion engine with a comparatively simple structure. <P>SOLUTION: A sleeve 17 is provided in a hollow chamber 16a of a casing 16 of an injector 15 rotatably in a direction about an axis and movably in the axial direction. A needle 19 is movably provided in a hollow chamber 17a of the sleeve 17 in the axial direction. The second injection hole 17c is formed in the sleeve 17 so that it agrees with the first injection hole 16c of the casing 16 in response to the position of the rotation in the direction about the axis or the movement in the axial direction.
