PROBLEM TO BE SOLVED: To provide a protective bank designed in consideration of the degree of the damage thereof when the protective bank receives impact, a method of designing a protective bank capable of designing a protective bank having a strength according to the application in consideration of the degree of the damage thereof when the protective bank receives impact, and a method of constructing a protective bank capable of constructing a protective bank having a strength according to the application in consideration of the degree of the damage thereof when the protective bank receives impact.SOLUTION: In this method of designing a protective bank, a maximum displacement amount δfmax expected to occur on one slope side of the protective bank when the protective bank receives impact from the other slope side is calculated, and the protective bank is designed so that the maximum displacement amount δfmax is equal to or below an allowable displacement amount δa or below which is preset as a displacement amount allowed by the protective bank. Also provided are the method of constructing a protective bank using the design method and a protective bank constructed by the construction method.
