PROBLEM TO BE SOLVED: To appropriately provide an opportunity of job execution for a user who has a considerably decreased priority level. SOLUTION: A computer executes: a determination procedure for determining order of job assignment on the basis of priority level about order of job assignment to computational resource recorded in a storage means; an assignment procedure for assigning the job to the computational resource on the basis of the order of assignment; a reduction procedure for reducing the priority with respect to the job assigned to the computational resource; and a remedial procedure for increasing the priority level with time. The assignment procedure assigns a job to the computational resource when its amount of increase in a priority level by the priority level remedial procedure, becomes equal to or larger than an amount of reduction in the priority level by the priority level reduction procedure after a prescribed time from the start of execution of the job.
