PROBLEM TO BE SOLVED: To prevent the generation of horizontal bend more effectively when expanding a UOE steel pipe. SOLUTION: When performing the expansion of the UOE steel pipe 1 by inserting a boom 3 having an expanding head 4 at the top from one end of the UOE steel pipe 1 and making the expanding head 4 expand in the direction perpendicular to the axis, an inside block 11 for maintaining the relative distance of both sides is inserted between the inner peripheral surface 1a on the side of one end than the expanding head 4 in the UOE steel pipe 1 and on the opposite side to the predetermined direction and the outer peripheral surface 3a of a boom 3 which is opposed to this inner peripheral surface 1a, in order to prevent the axis of the UOE steel pipe 1 from bending in the predetermined direction from the expanding head 4 to the side of one end and also the outer peripheral surface 1b on the side of one end of the inside block 11 in the UOE steel pipe 1 and on the opposite side to the predetermined direction is supported with an outside roller 12.
