Disclosed is a cognitive wireless communication system wherein it is possible to avoid information transmission delays caused by the exchange of information between sources and to minimize sensing cost. The cognitive wireless communication system includes spectrum sensors, a cognitive engine, a control information database, and whitespace sensing databases. Whitespace sensing databases are installed between the spectrum sensors and the cognitive engine, and between the control information database and the cognitive engine. The whitespace sensing databases acquire sensing information from the spectrum sensors, and acquire control information from the regulatory information database. The cognitive engine controls cognitive wireless communication based on information acquired from the whitespace sensing database.
