An electrolysis cell (10) includes an anode (12), a cathode (16) and a high-differential-pressure water electrolysis bilayer membrane (20) disposed between the anode (12) and the cathode (16). The high-differential-pressure bilayer membrane (20) includes a platinum-impregnated ion-exchange membrane layer (24) and an untreated ion-exchange membrane layer (22). The untreated ion-exchange membrane layer (22) is disposed between the anode (12) and the platinum-impregnated ion-exchange membrane layer (24).
