PURPOSE: A method for allocating complex automatic repetitive requirement process in a communication system are provided to use HARQ process identification reserved for semipermanent resource transmission in dynamic resource transmission and semipermanent resource transmission. CONSTITUTION: A base station checks usage of a current about all SPS HARQ process identifiers if an identifier which is not currently used does not exist among non-SPS(Semi-Persistent Scheduling) HARQ(Hybrid Automatic Repeat reQuest) process identifiers(303,307). According to the most distant allocation timing order, the base station selects a candidate identifier among the SPS HARQ process identifiers(309). If semipermanet resources is inactivated, the base station allocates the candidate identifier to a mobile station(313,319).
