<p><P>PROBLEM TO BE SOLVED: To provide a novel discharge carrying state monitoring system and a monitoring method capable of easily and surely monitoring whether discharge earth generated at a construction site is carried and disposed of in a disposal plant. <P>SOLUTION: A carrying vehicle starting from the construction site is photographed, and individual information on its carrying vehicle and its loading state are grasped and associatively stored based on its image information. The carrying vehicle entering the disposal plant is photographed, and the individual information on its carrying vehicle and its loading state are grasped based on its image information, and its variation is detected by comparing the grasped loading state with the stored loading state.
