PURPOSE: A manufacturing device for recycled aggregate for multi expenditure ampholyte and method of the same are provided to produce recycled aggregate for road construction when exfoliation or the crushed mortar is not eliminated, to reduce the environmental contamination by producing recycled fine aggregate for concrete with one process when exfoliation or the crushed mortar is eliminated, and to improve recycled aggregate yield over 2~3 times compare to existing. CONSTITUTION: The device includes: 2 short form oscillating separator(10); cone crusher(20); the first circulation aggregate cask(30); 5 shift wind fun-type exfoliation crusher(40); silicon dioxide flower circulation aggregate cask(50); recycled aggregate cask(60) for the road construction; 1 short form first vibration selector(70); 3 shift wind fun-type crusher(80); 1 short form second oscillating separator(90); and recycled fine aggregate cask(95) for the concrete. The 5 shift wind fun-type exfoliation crusher includes: throwing 9~40mm recycled aggregate, using the torque of the first step wind fun-type exfoliation hitting plate main body and the urethane elastic force of the first urethane throwing blade the torque is transmitted, to the direction of left side of the wall; the first step wind fun-type exfoliation crusher smashing the circulation aggregate, and peeling the mortar which at the same time sticks to the recycled aggregate; the second end wind fun-type exfoliation crusher locating in the first step wind fun-type exfoliation crusher bottom based on the vertical base line in the right side upper edge; the third gear wind fun-type exfoliation crusher located in the second end wind fun-type exfoliation crusher bottom to the vertical direction in co-linear; the fourth shift wind fun-type exfoliation crusher located in the third gear wind fun-type exfoliation crusher bottom to the vertical direction in co-linearl; and the fourth shift wind fun-type exfoliation crusher bottom, the fifth shift wind fun-type exfoliation crusher located to the vertical direction in co-linear.
