PURPOSE: An electrical arc reactor and method for manufacturing warm water or steam by using the same are provided to largely improve energy efficiency compared to existing heating device by circulating warm water produced in an electrical arc reactor through a direct boiler or heating the stored water in a water tank through an heat exchange. CONSTITUTION: An electrical arc reactor(10) is composed of a reaction tank(11), solution(14) of predetermined component inside the reaction tank, and a plurality of electrode bar(12). An electrical arc reactor generates and maintains an electric arc inside the aqueous solution. The reaction tank selective uses synthetic resin or metal material according to the use. The steam vapor can be used directly by generating the vapor from aqueous solution of a reactor.
