PROBLEM TO BE SOLVED: To provide a cleaning device that can prevent polishing unevenness of a photoreceptor and image failure, by preventing toner accumulated with a toner accumulating member from slipping from between a scraper and polishing roller and by maintaining the appropriate thickness of a toner layer on the polishing roller. SOLUTION: The cleaning device 20 includes: the polishing roller 28 for polishing the surface of a photosensitive drum 16 (photoreceptor) by rotating in contact with the photosensitive drum 16; the scraper 29 for scraping toner from the surface of the polishing roller 28 by contacting the polishing roller 28; and the toner accumulating member 32 for accumulating toner, scraped from the surface of the polishing roller 28 by the scraper 29, in a contact part between the polishing roller 28 and scraper 29.
