Reference signals for channel measurement and data signals are simultaneously transmitted, while maintaining the quality of the channel from which said signals are transmitted, by means of resource allocation control in accordance with the transmission power control which uses the allowable power value of a mobile station device. Disclosed is a base station device (1) which performs communication between a wireless resource control unit (107) and a mobile station device, wherein: the wireless resource control unit (107) determines whether or not it is possible to simultaneously transmit data signals and reference signals on the basis of the allowable power value which is notified by the mobile station device, and which is the difference between the maximum transmission power value of a mobile station device and a predetermined power value that is calculated for transmitting an uplink; and the mobile station device transmits data signals and reference signals for channel measurement. Further, the base station device (1) is provided with a simultaneous transmission setting unit (1051) for setting a simultaneous transmission control information indicating whether or not it is possible for the mobile station device to simultaneously transmit the data signals and reference signals, and a transmission unit (101) for transmitting the simultaneous transmission control information thus set to the mobile station device.
