PROBLEM TO BE SOLVED: To provide a surface-emitting laser element suppressed in "a negative droop characteristic" regardless of a pulse cycle, and capable of large single mode output. SOLUTION: In two small regions (a first small region and a second small region) formed in a part located in an emission region and outside the central part of the emission region, a transparent layer 111A and a transparent layer 111B each being a transparent dielectric film for setting reflectivity of each small region lower than that of the central part of the emission region are formed at optical thickness of "oscillation wavelength/4".
