PURPOSE: A current time guiding system in an international roaming service through a link back tone system and a method and device applying the same are provided to guide a sender using the current time of a region or a call ability time. CONSTITUTION: A global location register(300) distinguishes the current location of a receiving terminal device based on routing information. The global location register forms at least one type of information between current time information of a receiver through distinguished information and call ability time information for an informing time slot which is available for a call with the receiver. A ring-back tone server(400) forms at least one type of information between current time information and call available time information to a voice guiding message. The ring back tone server provides the voice guiding message to a sending terminal device as a call connecting voice.
