PURPOSE: An apparatus and a method for generating a high contrast image without inconsistency of images are provided to synthesize an image corresponding to a relatively long exposure time. CONSTITUTION: An exposure time setting unit(201) sets up the first to fourth exposure time. An image acquiring unit(202) acquires a second image based on the first to fourth exposure time. A dynamic range adjusting unit(203) controls the dynamic range of a second image based on third exposure time and the fourth exposure time. The second exposure time is longer than the predetermined first exposure time. The third exposure time is shorter than the first exposure time.
