PROBLEM TO BE SOLVED: To provide a developing device capable of automatically eliminating a stripe-like pattern, and to provide an image forming apparatus mounted with the developing device. SOLUTION: The developing device (30) supplies a developer containing toner and liquid carrier to an image carrier (22) on which an electrostatic latent image is carried, and visualize the electrostatic latent image. The developing device includes: a developing roller (37) disposed oppositely to the image carrier, for supplying the developer carried thereon to the image carrier accompanying with the rotation thereof; a state measuring sensor (62) for measuring the state of the visualized image on the image carrier; and ribretto suppression parts (54, 56, 58) for suppressing the stripe-like pattern formed in the visualized image on the basis of the measurement result of the state of the visualized image on the image carrier.
