PURPOSE: A vacuum insulating panel, a refrigerator comprising the same and a manufacturing method of the vacuum insulating panel are provided to simplify a manufacturing process and to reduce manufacturing cost since there is no need for a glass fiber core. CONSTITUTION: A vacuum insulating panel(10a) comprises an outer layer(20), a core(40) and a filler(50). The outer layer has a gas barrier property and comprises a pressure-reduced space. The core is formed as a structure for maintaining a given shape, is arranged in the outer layer and supports the outer layer. The filler is formed from power with air voids and is filled in the outer layer. The core has a structure of honeycomb. The core has an empty rectangular shape. A rib is arranged in the core in a thickness direction.
