A managing/controlling apparatus and method for terminals based on a M2M application platform, the apparatus includes an access unit, a managing/controlling service processing module and a terminal management module; wherein, the access unit, connected with a control terminal and a controlled terminal, is used to analyze and translate managing/controlling messages of the control terminal and then send to the managing/controlling service processing module, and also analyze and translate managing/controlling tasks from the managing/controlling service processing module and then send to the controlled terminal; the managing/controlling service processing module, connected with the access unit, is used to generate managing/controlling tasks and send to the access unit based on the managing/controlling messages sent from the access unit and the controlled terminal information obtained from the terminal management module; and the terminal management module, connected with the managing/controlling service processing module, is used to manage information of the control terminal and the controlled terminal. The present invention improves market competition.
