PROBLEM TO BE SOLVED: To simplify station installation design of a base station, and to improve the frequency utilization efficiency. SOLUTION: In a radio communication method of a radio communication system, where a first base station CS4 and second base stations CS2, CS3 for traffic countermeasures are arranged within a single area, electric field intensity values are mutually measured in starting the radio communication system between the first and second base stations installed in the one area; and a main device ME connected to the first and second base stations analyzes the measured information to lower the area information and transmission power of the second base stations.
