PROBLEM TO BE SOLVED: To provide a vehicle seat reclining device for regulating a reclining operation range to a prescribed range without increasing the size of the reclining device and bringing about a deterioration in strength. SOLUTION: The vehicle seat reclining device includes: a ringer holder 27 which is fixed on an outer circumference of a lower arm 11, permits relative turning of the lower arm and an upper arm 12, so as to be stopped from coming off in an axis direction; a stopper plate 28 which is covered with the ring holder and fixed on the outer circumferential surface of the upper arm relatively rotatably fit with an inner circumferential surface of the lower arm; and cut and bent parts 29 which are formed at two positions on a circumference of the ring holder, and abutting on the stopper plate so as to regulate relative turning of the lower arm and the upper arm.
