PROBLEM TO BE SOLVED: To provide a metal material for a substrate capable of maintaining adhesive strength to a resin even if it suffers severe environmental changes, surface roughening treatment of the metal material for the substrate, and a manufacturing method of the metal material for the substrate. SOLUTION: The metal material for the substrate is surface-roughened by means that nearly spherical metal particles 7 are laminated in three layers or more on one part or the whole face of the surface of a metal plate 6. It is preferable that the metal particles 7 are formed by an alloy of one kind, or two kinds or more out of copper, nickel, zinc, cobalt, iron, molybdenum, and tungsten.
